If parents who cannot work from home are required to return to work from today, who is allowed to look after their young children, given that the schools are still closed?

My understanding is that people are being encouraged to go back to work if they can. This would be dependent on whether you have a safe environment to return to where social distancing rules can be maintained. If you don’t have child minders, I don’t see how you can return to work either. I think they have been talking about Nurseries starting to open in June?
You also have to think about how you get to work. If you walk, cycle or drive, I don’t see a problem. If you have to commute using a train or bus, it is problematic.
You have to make your own decision on what is safe, given your own set of circumstances.
