The bottom one is a Dutch Custom House seal Several are shown on the site - I do not recognise the top one.
If you have a scanner you get a pretty good image by placing any find on that and scanning it direct.
Would be interested in a better picture of the top one if you could manage it?

Thanks detectavin - seen several of these usually blank on the reverse and similar ones with just numbers on - the tear suggests they were tags but whether the letters were a persons initials or related to the product they were attached to I can't find out. They could also be tokens or tallys. Anyone????
