Definitely a cloth seal John and that might be an unusual privy mark suggesting it is a cloth worker's personal seal but I'm far from sure. Thanks for showing it.

3 new ones for you all found by peter olivant

size william 29*22mm
i can make out a few letters
top line (?n) G 32
middle line R O (W looks like it is cut into the metal)

Baltic 25*21mm

merchant seal 22*23mm

all found in the thamrs

I don't think it's a kosher seal. Could you try cleaning it up a bit (doesn't look like there is any patina to disturb)?
