Thank-you very much for the clarification Phil, now I understand the context of JCM's comment about stewardship land.
Under the code of practice it says "Reporting any finds to the relevant landowner/occupier; and (with the agreement of the landowner/occupier) to the Portable Antiquities Scheme"
My view is that the statement is overly encompassing (as PAS dont want to know about finds less than 300 years old), but also gives the option for the detectorist not to report the finds if the landowner doesn't agree that the find can be reported.
