From the PAS on Twitter page; https://twitter.com/findsorguk?lang=en
I think Tom is right re informing newbies and others of the rights and wrongs.
I think a detector sticker would help;

Re: More treasure-hunters could be forced to hand over
That is ok for new detectors sold or second hand one's from a dealer but in the real world a licence will only make more available on fleabay etc and the ignorant and/or thieves will be able to pick them up cheaply as so many will be available. Therefore, certainly for the first couple of years, it will make the situation with the hawks etc worse. There will also be a backlash from genuine hobbyists who will justifiably feel cheated and 'done over' by the 'Establishment'. Finds recording will potentially plummet, so our recorded history will suffer. The hobby has bent over backwards to make PAS the success it is and we are being punished! I am genuinely annoyed that a license is being proposed and surprised that some within the hobby support this backwards step to all the hard work that has gone into getting the successful (although not perfect) system we have at present......it is the envy of many countries, do not throw it away lightly.....be careful what you wish for!
I have become comfortably numb
