Noticed the report was from Nov.2016.I wonder if anything came of that.

The find was made in 1996, if he waited 20 years to "go to the papers" then the simple answer is No.
Statute of limitations (Limitations Act 1980) limits such a "claim" to 6 years so his time ran out in 2002 or 6 years after finder & landowner accepted their payment as part of the "contract".

While I tend to agree that the valuation was very low, the time to complain about it was at the time.
