Always said that payments were a bit low and this statement seems to confirm

"has set a “damaging” precedent for valuations that will affect museums’ ability to keep important historic finds in public ownership both locally and across the water." :g64:

It's looking that way Kev, it will be interesting to see what/if anything changes in the future.

The final payout figure was more than twice as high as the TVC’s suggested £2m after counter-valuations from coin specialists Chris Rudd and CGB Numismatique of around £6m were put forward.

So much for the TVC's past claims that payouts were based on estimated auction value. In reality they were based on how little museums were prepared to and capable of paying. When combined with the lengthy delays finders and landowners have had to endure before receiving awards, it comes as no surprise that some finders may choose to conceal and dispose of finds on the black market.

'....the move has paved the way for so-called “casino metal detecting”.'

So-called by whom? Nothing but a pathetic attempt to put a ridiculous expression into the anti-detecting lexicon. The award amount had nothing to do with any detectorist anyway!
