No, not sure exactly how it's supposed to work, the way I am doing it is;
Uncheck all the Forest Sheet image overlays
Check the box for the overlay for the area I want
Double click on the overlay, this will show a big red cross where the overlay is to go and a hyperlink to the map image.
I think the idea is to click on 'Add Image Overlay' and paste the hyperlink html into the box but this doesn't work for some reason, so instead I am having to click on the blue hyperlink which reveals the map, then saving the map to my hard drive and using the browse facility to find and insert the hyperlink for that.
I clicked on ok and it added the overlay to the map next to the big red cross, I then moved the overlay over the cross and adjusted it to fit the big red square around the cross.
Then I got rid of the cross by unchecking the Forest Sheet box.
Maybe I'm missing something?
Also if there is no Forest Sheet for your area, there might be a a map if you click on the OS tile for your area on the map of England and Wales.

Another way I've just found to get the map in .jpg format without saving it to the hard drive is;
Double click on the blue html hyperlink to show the map, then right click on the map and click on properties.
Copy the address URL and paste it into the Add Overlay properties box.
